The university is located in Bishkek Kyrgyzstan. It was established in 1992 in accordance with the Warsaw Treaty of Friendship, Cooperation and Mutual assistance between the Kyrgyz Republic and the Russian Federation. It has worked hand in hand with Yeltsin foundation since its establishment. The foundation has provided financial assistance by supporting 50 students with grants and by improving university equipment. It was named after Boris Yeltsin, the former president of Russia. It was a sign of respect as he offered great support and encouragement in the establishment of the university. The MBBS program takes 6 years inclusive of the internship.

The university is jointly operated by the Government of Russia and the Kyrgyz Republic. The values of the university are trust, clarity, loyalty, respect and pride.
