The university is a public institution that was established in 1993. It was established by the President of the Republic. It was formed on the basis of an educational institution that was already functioning. It was to provide higher education in the fields of Energy, Construction, Electronics, Medical and Agro-industrial complex. The university is affiliated with the Ministry of Health and Science in the Republic of Kyrgyz. The school has its own hospital, and it is affiliated to other hospitals as well.

The rector of the university is K. J Usenoy. About 10,000 students’ study in the university. It has more than 700 teaching staffs which includes 15 doctors of science and professors and 116 candidates of science. The university hosts foreign students from Israel, Iran, India, Pakistan, Nepal, Kazakhstan, Turkey, Syria and Palestine. The university is accredited by World Health Organization, Medical Council of India, Foundation of Advancement of International Medical education and Research, and Education Commission for Foreign Medical Graduates. The university utilizes modern technologies. It also encourages exchange programs with different universities.
The faculties in the school include Faculty of Medicine, Tash Komur Technological Faculty, Kara-Kul technical Faculty, Zoological and Veterinary Technical Faculty, Faculty of Chemical engineering, Faculty of Industrial Water Engineering, Electricity and Power Engineering Faculty, Physical Training and Sport Faculty, Preparatory Studies Faculty, Physics and Mathematics Faculty and Computer Sciences Faculty.
The medium of instruction in the university is English. The school has a library that is equipped with thousands of books. Each faculty has its own library. The library facilities are also under 24/7 CCTV surveillance. The sports club avails sporting activities such as volleyball, basketball, cricket, Frisbee, soccer and table tennis. The student council organizes freshmen parties, Eid parties, Holi, Diwali parties and Christmas parties.
